MUNICIPAL ELECTION

According to the City’s Charter Section 4.06, a General City Election shall be conducted on a non-partisan basis to elect members to the City Commission shall be held on the first Tuesday after the first Monday in November of each even-numbered year.  At each general city election commencing in 2005 and thereafter, each City Commission seat (including Mayoral Seat) are elected for four-year terms, which shall be staggered so that, alternately, two (2) or three (3) Commissioners are elected every two (2) years.  Hallandale Beach City Clerk is the local supervisor of all municipal elections.  Elections are conducted per the provisions of Title IX, Florida Statutes.

QUALIFYING REQUIREMENTS

If you are seeking to run for office in the City of Hallandale Beach, below, please find a listing of required documents. 

The following documents can only be filed during the Qualifying Period.

 

  • Candidate Information Sheet.
  • Proof of residency.
    1. Copy of a Florida State identification. - Only electors in the City who have resided continuously within the City for at least one (1) year preceding the date of the election shall be eligible to run for the offices of Mayor-Commissioner or Commissioner.
  • Copy of voter registration card.
  • Background Check Authorization Form.
  • Original Fingerprint Card. - All candidates for mayor-commissioner and commissioner shall, simultaneously with or prior to the filing for such office, be fingerprinted by the police department.  Please call (954)457-1400 to schedule the Hallandale Beach Election Fingerprint service.
  • Notice of Candidacy.
  • Fees (payable to the City of Hallandale Beach).
    1. Qualifying Fee - In accordance with the City Charter Section 4.05, a $50.00 fee, payable to the City of Hallandale Beach, from the Candidate’s Campaign Account.
    2. Election Assessment Fee - Per State Statute 99.093, candidates must file an assessment fee in the amount of 1% of the annual salary of the office being sought.  The yearly salary for Mayor and Commissioners is $36,000.  Therefore, if running for office, the amount of $360.00 payable to the City of Hallandale Beach from the Candidate’s Campaign Account must be submitted. 
  • Appointment of Campaign Treasurer & Designation of Campaign Depository (DS-DE 9).
  • Statement of Candidate (DS-DE 84).
  • Loyalty Oath (Non-Partisan Form) (DS-DE 302NP).
  • Financial Disclosure (Form 6).
    1. If you have an annual filing requirement AND are running for office, you will complete your disclosure in EFDMS and submit your filing electronically to the Commission, then print a copy of your disclosure to file with your Qualifying Officer or print a verification/receipt of efiling your form.
    2. If you are a Candidate who does not currently hold an office or other position requiring disclosure, you will complete your disclosure in EFDMS via the “I am a Candidate” link and print it for filing with your Qualifying Officer. You will not submit your disclosure to the Commission electronically.
  • Statement of Ethical Campaign Practices. - 
    1. A candidate's decision regarding whether to execute the statement is strictly voluntary. A candidate executing the Statement of Ethical Campaign Practices shall file the original and a copy of the executed statement, bearing the candidate's signature, with the officer before whom the candidate qualifies within five (5) days after becoming a candidate for the elected public office.
  • Political Sign Regulations.
    1. Sign Bond - A refundable cash bond or surety bond payable to the City of Hallandale Beach, conditioned upon compliance with the sign regulations permitted in this subsection in an amount of $200.00, shall be submitted and posted for each candidate or issue to the city clerk prior to erecting any political signs in the City.  This amount shall be refunded subject to compliance with regulation as set forth in this subsection except that $100.00 shall be retained by the City to cover administrative cost. 


DECLARING INTENT TO RUN

The following documents must be filed with the City of Hallandale Beach City Clerk PRIOR to opening a campaign account, receiving contributions, or making any expenditures:
 

    • Must be filed prior to opening the campaign account and prior to accepting contributions or making expenditures on the person’s behalf.
    • A candidate may be his / her campaign treasurer or deputy treasurer, but anyone designated must also be a registered voter of the State of Florida
    • Your campaign depository must be a bank, savings and loan association, or credit union authorized to do business in the State of Florida.  The campaign account must be separate from any personal or business accounts.
    • All monetary contributions must be deposited in the campaign account within five (5) business days of receipt. 
    • Only the campaign treasurer or the deputy campaign treasurer may sign campaign expenditure checks.

 

    • This form states that the candidate has been provided access to read and understand the requirements of Chapter 106, F.S.

 

AFTER filing the appropriate paperwork with the City Clerk, candidates may open a campaign account and begin accepting contributions and making expenditures.


QUALIFYING PERIOD FOR NOVEMBER 2022 MUNICIPAL ELECTION

Candidates shall qualify with the City Clerk within the following dates and time:

Monday, June 13, 2022, at 12:00 PM (noon) and ends on Friday, June 17, 2022, at 12:00 PM (noon).
