As Hallandale Beach's first directly elected mayor I welcome you to our city's web site.  When I was elected to the commission in 1999, one of my goals was to create an effective and efficient "E" government.  Our new web site is the culmination of the hard work of our staff and business partners. About
Mayor Joy Cooper was first elected to the Hallandale Beach City Commission in 1999. She has served as commissioner, vice mayor and became the first directly elected mayor in the history of Hallandale Beach in 2005. She was born on Trenton, N. J. and grew up as one of six children in Levittown, Pa. Mayor Cooper has owned property in South Florida since 1985 and made her full time home here in Hallandale Beach since 1991. She has been married to Dr Harry Cooper for more than 25 years. They are the proud parents of three children, Jaime, 32, married to Charles “Marty” Cassini, Alana, 24, and Matt, age 20, and proud grandparents of Justin, age 3.

Mayor Cooper is a Past President of The Florida League of Cities and has served on many of their boards. She is Past President of the Broward League of Cities and has served on their board for 11 years. Mayor Cooper is an active member of the US Conference of Mayors and serves on their Advisory Board. Currently Mayor Cooper serves as the Chair of the Broward County Fire Rescue Council and a member of the Broward County School Oversight Committee.

Mayor Cooper has been focused on Economic Development for many years and has been chosen to serve as one of two elected official s on the Florida Redevelopment Associations’ Board of Directors. She also serves on the Urban Land Institute Board Southeast and Caribbean Chapter. She is Chair of the Hallandale Beach Housing Authority, Hallandale Beach Community Redevelopment Agency, Golden Isles Safe Neighborhood District and Three Island Safe Neighborhood District

Mayor Joy Cooper was one of the original signatory of the U.S. Mayors Climate Protection Act in 2005. In addition to working toward improved communications between city government and all constituents, her goals include keeping Hallandale Beach “Clean & Green” She is always accessible 7/24/365 to serve all stakeholders in Hallandale Beach.

Mayor Cooper takes an active role in her children’s education. In her spare time she enjoys volunteering at our local schools, traveling with her family, cooking, tennis, golf, skiing, snowboarding and boating.
