SUBJECT: Pursuant to Chapter 23, Section 105, Award of Contracts, 1) Request Authorization to Award Calvin, Giordano & Associates a Task Order for a Florida Department of Environmental Protection Reasonable Assurance Report and Specific Capacity Test, Utilizing RFP #2007-2008-004, Continuing Services and Comprehensive Services, for an Amount not to Exceed $97,575.00; and, 2) Request Authorization to Award Calvin, Giordano & Associates a Task Order for a SW Quadrant Drainage Basin Study, Final Engineering and Permitting, for an Amount not to Exceed $97,935 .00. CIP# 99-63-01 & BP# 013/09
PURPOSE:
Request City Commission authorization to execute a task order with Calvin Giordano & Associates for the Florida Department of Environmental Protection Reasonable Assurance Report (RAR) and Specific Capacity Test Services; and, should the RAR prove the flood control project to be feasible, authorize the City Manager to execute a Task Order for the Drainage Basin Study, Final Engineering and Permitting for the design of the flood control project in the Southwest Quadrant of Hallandale Beach. Please refer to the attached map and proposals.
BACKGROUND:
The Southwest Quadrant of the City of Hallandale Beach experiences severe flooding, particularly in the areas adjacent to the Schaffer Canal. The City has been working diligently on several projects in an effort to help the residents near the Schaffer Canal with their drainage concerns. One such project included a grant which was awarded from the South Florida Water Management District for the installation of exfiltration trenches, drains and swales in the streets that are affected by the Schaffer Canal. This project is currently under construction and will be completed by the end of July. Although staff is confident that this Grant project will mitigate the flooding in the area, additional work needs to be completed to ensure further flood mitigation during a major rain event.
DISCUSSION:
The project that is currently being proposed in the Southwest Quadrant is similar to the drainage project being designed in the Northeast Quadrant. As with the project in the NE Quadrant, this project entails drainage pump stations, injection wells and storm drainage pipes. The design and permitting portion of this project is very complex; however, an RAR needs to be completed to verify the feasibility of the project. Accordingly, the proposed Task Orders staff is requesting authorization for are: 1) The completion of a Reasonable Assurance Report (RAR) and a Specific Capacity Test as required by the Florida Department of Environmental Protection (DEP) as part of the project design; and, should the RAR prove the flood control project is feasible, 2) The drainage basin study, final engineering and permitting of the project.
The RAR provides reasonable assurance that the stormwater discharge within the aquifer will migrate horizontally towards the ocean. The RAR will be conducted in an area bounded by SW 3rd Street to the north, SW 8th Avenue to the west, Dixie Highway on the east and SW 11th Street on the south. As part of the RAR study, a Specific Capacity Test will be performed to understand the ability of the rock formations to receive discharge. This Task Order proposal includes field work, data evaluation, consultation, report preparation, installation of five 200-ft-deep test holes and one specific capacity test under normal drilling conditions. This portion of the RAR Project will be performed by Calvin Giordano & Associate’s sub-consultant, Langan Engineering and Environmental Services; while Calvin Giordano & Associates will be in charge of the project coordination, coordination of soil boring locations with utility lines, review of preliminary boring logs and review of the final RAR report. Staff anticipates completion of the RAR in September of 2010.
If approved, funding for Phase I of this Project (RAR and Specific Capacity Test) is available in account 130-6340-559.66-29 and 440-3695-538-6629.[pml1]
Phase II of this Project, the drainage basin study, will allow for the funding application to FEMA to be submitted, while the final engineering and permitting allow for the cost benefit analysis and construction of the project. Staff has chosen the firm of Calvin Giordano & Associates based on their expertise and experience with similar projects, both with the City of Oakland Park and in our NE area. By using this firm the City will be able to fast track the project, due to the consultant’s familiarity with the project requirements. The project schedule estimates the final design and permitting will be completed by June 2011.
The estimated construction cost of the project is approximately $5,000,000. Staff will be coordinating with the consultant for preparation of grant applications for construction funding through FEMA.
Phase II of the Project is not scheduled to be funded until FY 2010-2011. Accordingly, staff is recommending approval of Phase II contingent on the successful completion of the RAR and City Commission approval of funding within the FY-2010/2011 Budget.
