SUBJECT: Pursuant to Chapter 23, Section 105, Exception to Bid Requirements, Subsection (5) Unique Circumstances, Authorize the City Manager to Approve a Change Order for Additional Work to Complete the Ceiling Structure at the Hallandale Beach Municipal Complex Ceiling Project for an Amount not to Exceed $17,061.00 and for the Total Project Cost not to Exceed $65,994.00 BP #022A/07
PURPOSE
Requesting City Commission approval of a change order for additional work to complete the ceiling structure at the Hallandale Beach Municipal Complex ceiling project.
BACKGROUND:
The municipal complex ceiling was removed due to the ceiling sagging, causing a serious safety concern. The original construction of the ceiling was suspended on track and heavy wire attached to the concrete deck above, and the concrete attachments were spalling, causing a total failure of the structure. The structure was metal frame with wire lath and stucco, which is extremely heavy. Had the ceiling failed, this structure would have caused serious injury or death to anyone underneath.
After interviewing several potential contractors for the job, and considering several design concepts, three quotes were received to replace the ceiling with a design concept agreed upon by Public Works and the Building Division. Both, the Building Division and the Public Works Department agreed on a metal frame, dens glass, with an efass finish. This design was given to consultants as a scope of work. Calvin Giordano and Associates and Cubellis, an Engineering and Architectural firm under the City’s continuing services contract, then engineered the concept. The contract was awarded based on lowest quote received from Giancobella Corporation in the amount $48,933.00
DISCUSSION:
Once construction began, the field conditions observed by Public Works Department and Building Division inspectors lead to an onsite meeting with Calvin Giordano and Associates and Cubellis’ Engineer, Mr. Saad Elia El-Hage. The consultant’s engineer then required revisions to the original framing plan due to the close proximity of the fire sprinklers, sanitary lines and electrical conduit. In addition, the insulation was omitted from the approved original plans by the design professionals. However, upon field review it was agreed by the Public Works Department and Building Division that it was necessary to reinstall the insulation to the underside of the concrete deck to ensure energy efficiency. These changes in scope of work resulted in additional material and labor costs.
A revised plan addressing these situations was prepared by the Engineer and approved by the Building Division. Additional work, materials, and supervision required to comply with the Engineer’s revised plans resulted in a change order of $17,061.00. The original contract price was $48,933.00. This change order brings the contract total amount to $65,994.00. This total exceeds the City Manager purchasing authority of $50,000.00
