SUBJECT: A Resolution of the City of Hallandale Beach, Florida, Authorizing the Execution of a Highway Landscaping, Uplighting, Irrigation and Decorative Crosswalk Maintenance Agreement with the Florida Department of Transportation for S.R.-5 (Federal Highway) between South County Line and Pembroke Road CAD #029/04 & BP #021/06
PURPOSE:
Request City Commission adopt a Resolution authorizing the City Manager to execute and deliver to the State of Florida Department of Transportation a Maintenance Memorandum of Agreement (MMOA) for the landscaping, irrigation, uplighting and decorative crosswalks on State Road 5 (Federal Highway) between South County Line and Pembroke Road upon terms and conditions approved by the City Manager.
BACKGROUND:
The City will be undertaking a median improvement project on Federal Highway in two phases. Phase 1 extends from County Line Road to Hallandale Beach Boulevard and includes new landscaping, irrigation, uplighting and decorative crosswalks. The decorative crosswalks have already been constructed and the landscaping, irrigation and uplighting are underway. Once all construction is complete, the City will be responsible for routine maintenance pursuant to the MMOA being authorized today. The City will pass on the responsibility for decorative crosswalk maintenance to the Villages at Gulfstream through an existing agreement. The Villages at Gulfstream also contributed $220,000 towards the new landscaping, irrigation and uplighting.
Phase 2 will extend from Hallandale Beach Boulevard to Pembroke Road and the MMOA authorized today will also include maintenance of the new uplighting when constructed in the future. The existing landscape and decorative crosswalks in this segment are already included in a 2003 MMOA.
Decorative street lights are also already maintained by the City for all of Federal Highway through two separate MMOA’s that were executed in June of 2003.
DISCUSSION:
The FDOT requires the execution of a MMOA prior to issuance of a permit to perform construction in the medians of Federal Highway. This MMOA assures that the landscaping, irrigation, uplighting and decorative crosswalks will be properly maintained in the medians by the City.
The City currently maintains other medians in State Roads within Hallandale Beach pursuant to previously approved MMOAs. The MMOA being authorized today will similarly provide for maintenance of the new landscape, irrigation, uplighting and decorative crosswalks by the City. Costs will be similar to existing costs to maintain other medians.
RECOMMENDATION:
The City Commission adopt the attached resolution, authorizing a Maintenance Memorandum of Agreement with the FDOT for landscaping, uplighting, irrigation and decorative crosswalks on Federal Highway and authorizing City Manager to execute said agreement on behalf of the City.
