SUBJECT:     An Ordinance of the City of Hallandale Beach, Florida, Amending Chapter 23, Section 23-108 Cooperative Purchasing to Include the Purchases of Services; Providing for Conflict, Severability and an Effective Date

 

 


PURPOSE:

 

To adopt an Ordinance on First Reading amending, Chapter 23, Section 23-108 Cooperative Purchasing, which provides for the procurement of services to facilitate and streamline City-wide Purchasing in the best interest of the City.

 

BACKGROUND:

 

Section 23-108, of the City Code, provides that the City Manager procure without following formal contract procedure, all supplies, materials and equipment.  The City has the option to utilize competitively awarded contracts from other government entities inclusive of service agreements.  The benefits of cooperative purchasing is that it allows for efficiencies by saving staff time and related expenses, such as advertising, printing,  mailing, receiving, and tabulating.  It also allows buying power with more favorable prices due to the purchase of larger volumes and economies of scale.

 

DISCUSSION

 

The City is a member of the South East Florida National Institute of Purchasing Group (Coop).  The Coop is comprised of government entities from throughout the South East region to provide cost savings and cost avoidances to member entities by utilizing the buying power of combined requirements for the purchase of common basic items and services.  Some of the competitively awarded contracts for services the City may utilize through the Coop Group and/or from other governmental entities are:  1) overhead & roll up door services; 2) consulting IT services; 3) appraisal services; 4) equipment maintenance services such as elevators, alarms, fire extinguishers, etc; 5) pest control services; 6) events catering services; 7) temporary personnel services; etc.

 

RECOMMENDATION:

 

City Commission to adopt the Ordinance on First Reading and set Second Reading for February 3, 2010.
