SUBJECT:     Pursuant to Chapter 23, Section 105, Award of Contracts, Request Authorization to Award Florida Highway Products the City Street Resurfacing Project for an Amount not to Exceed $500,000, in Accordance with Bid #FY 2008-2009-007 (Staff: Director of Utilities and Engineering) BP #018/04[a1] 

 

 


PURPOSE:

 

Request authorization to award Florida Highway Products the City street maintenance project for an amount not to exceed $500,000[a2] , as a result of the award of Bid #FY 2008-2009-007.

 

BACKGROUND:

 

In its ongoing effort to provide preventative maintenance for City streets, the City of Hallandale Beach annually budgets funds in Capital Improvement Program #89-17-01, Street Maintenance Program.  This has been an ongoing capital program since 1989 and has succeeded in maintaining the streets of the City of Hallandale Beach in good condition and extending the life of the streets significantly.  The program involves the application of protective emulsion, called microsurfacing, onto streets owned by the City. Major highways, such as Federal Highway, Hallandale Beach Blvd. and A1A, are maintained by the State.  The microsurfacing technology extends the life of the streets by as much as 10 years for a fraction of the cost of complete asphalt overlays.

 

DISCUSSION:

 

Prior to contract award, the Engineering staff evaluates the condition of streets throughout the City and determines those streets that are in need of resurfacing and/or preventative maintenance.  Among the streets that are selected are those that show visible evidence of cracking, those that have not been resurfaced for an extended period of time, and those that have recently been subject to major utilities work during the implementation of other projects. 

 

This award is pursuant to the[a3]  Bid #FY 2008-2009-007 term contract awarded by  the Commission on December 16, 2009 for microsurfacing.  [a4] Two companies responded to this Bid for microsurfacing, Florida Highway Products being the lower bidder.  Because this award is for an amount greater than $50,000, Commission approval is needed, as required and directed by City Commission and pursuant to Administrative Policy No. 2019.007.

 

Florida Highway Products has performed several projects in the City over the past few years.  Their last project, which was completed in 2008, was on schedule and under budget. Staff recommends the resurfacing work be contracted to this company.

 

If approved, sufficient funding is available in CRA – Public Works Programs, Account #130-6340-559-6635[pml5] , Road Construction, and General Fund - Nondepartmental, Account #001-8090-519-6635[pml6] , Road Construction, CIP #89-17-01, Street Maintenance Program.

 

RECOMMENDATION:

 

City Commission:

  1. Authorize award of city street maintenance program to Florida Highway Products for an amount not to exceed $500,000;
  2. Authorize City Manager to execute all documents necessary to implement the annual street maintenance program; and
  3. Authorize the City Manager to establish accounts and make expenditures to implement the annual street maintenance program.
