Use and Disclosure of Information Prohibited 2-440. Contracts Related Disclosure Required, Establishing a Code of Ethics to be Followed by Elected Officials and Employees; Officials Appointed to Boards; Providing for Severability; Providing for an Effective Date & An Ordinance of the City of Hallandale Beach, Florida, Adopting the Protocol Manual; Providing for Severability; Providing for an Effective Date. PURPOSE:

City Commission to adopt the City of Hallandale Beach Protocol and Ethics Manuals.

BACKGROUND:

On April 4, 2007, Special Meeting regarding the Ethics and Protocol Manuals, the City Commission directed that the Protocol Manual be updated and Ethics Manual be created. In conjunction with the City Manager’s Office, the City Attorney’s Office and City Clerk’s Office the Protocol Manual and the Ethics Manual were drafted. The City Commission adopted the Protocol Manual at the January 22, 2008 City Commission meeting and subsequently amended the Protocol Manual.

At the April 15, 2009 City Commission Meeting the City Commission authorized the City Attorney to retain Attorney Bruce Rogow to review the City’s Protocol Manual.

DISCUSSION

Attorney Rogow has reviewed the Protocol Manual and has made revisions for City Commission’s review and for comments. Attorney Rogow will be at the City Commission Meeting to make a presentation and answer questions. The Protocol and Ethics Manuals are attached for your review, the underlines are proposed additions and the strikethroughs are proposed deletions.

RECOMMENDATION:

For the City Commission to adopt the Ordinances adopting the Protocol and Ethics Manuals.
