SUBJECT:     Request for Agenda Item – Discussion of Legislation Controlling the Direct Dispensation of Narcotic Pain Medication by Physicians. CAD# 008/09

 

 


According to a recent study published by the United Way of Broward County Commission on Substance Abuse, “… among the 50 physicians in the United States who dispensed the largest quantities of the powerful narcotic medication, Oxycodone, directly from their offices in the six months from October 1, 2008 to March 31, 2009, 25 or half were from Broward County.”  While many legitimate physicians may directly dispense some medications, most do not offer the highly controlled Schedule II opioids directly to patients.  Rather, they would write a prescription to be filled at a pharmacy.  Physicians directly dispensing large quantities of Schedule II narcotics are frequently associated with so called “Pill Mills” offering “medications for cash,” unlike legitimate pain management doctors.

 

During last Legislative Session, the City of Hallandale Beach went on record opposing these types of businesses and encouraging the Legislature to adopt laws regulating these businesses.  As we all know, legislation was adopted; however, these regulations have proven not to be strong enough as the problem of “Pill Mills” continues to affect our communities, residents and visitors.

 

I believe that as elected officials it is our duty to protect the health, safety and quality of life of our community, and as such would like to discuss with the City Commission additional actions to be taken in order to stop the proliferation of these businesses within the State and the City of Hallandale Beach.  Accordingly, please place this item on the agenda for discussion.
