SUBJECT: A Resolution of the City of Hallandale Beach, Florida Authorizing Submittal of 36th Year (FY 2010-2011) CDBG and Reprogrammed (FY 2009-2010) CDBG Program Applications CAD #011/09
PURPOSE
To adopt a resolution authorizing the submittal of the 36th Year (FY 2010-2011) Community Development Block Grant (CDBG) and Reprogrammed (FY 2009-2010) Community Development Block Grant application packages.
BACKGROUND
The Broward County Community Development Division has announced the 36th Year (FY 2010-2011) Community Development Block Grant (CDBG) and Reprogrammed (FY 2009-2010) Community Development Block Grant application packages application process. Fifteen cities in Broward County with city populations under 50,000 have elected to participate in the process. Cities with populations exceeding 50,000 may receive direct allocations from the U.S. Department of Housing and Urban Development (HUD).
DISCUSSION
Initiated during the 26th Year (FY2000-2001), cities participating in the Broward County CDBG program receive an allocation based on a HUD funding formula which takes into consideration community housing conditions, population and poverty indicators. The allocation is automatic and non-competitive provided the allocation is for HUD CDBG eligible activities which may include capital, economic development, and housing and public service projects.
Hallandale Beach's 36th Year CDBG allocation has not been released by HUD as of the date of this report. The City has been advised by the Broward Housing and Community Development Division to utilize last year’s application amounts.
In addition, $123,479 in unexpended CDBG funds have been reprogrammed and added as one time only supplements to this RFP process. These funds, which are subject to expenditure deadlines and must be utilized quickly, will be available for use in FY 2009-2010. The City of Hallandale Beach would like to take the opportunity to apply for the Hepburn Center’s Parking Lot Improvements under this funding. These funds are allocated on a competitive basis, and each application received will be scored according to certain guidelines. The highest scored applications will receive funding.
Staff conducted two advertised public meetings to receive public comment from residents on projects. The residents were advised of the City’s plan to continue the After School Tutorial program at the Hepburn Center under the first application and to continue drainage improvements in the Southwest Section under the second application. This year a third application for The Hepburn Center Parking Lot Improvements will also be submitted. The public meetings were held on Wednesday, November 18, 2009 at 7:00 P.M. at the Austin Hepburn Center and on Monday, November 23, 2009 at 6:00 P.M. at the Community Cultural Center.
Consideration by the City Commission of this Resolution at its Regular Commission Meeting was also included in the advertisement for these meetings, and residents are invited to attend and make any comments at this meeting.
The following three projects are recommended for consideration:
1. Public Works Improvements (drainage, regrading/sodding of
swales and other related infrastructure improvements) $ 407,285.00
2. Friends of the Hepburn Center After School Tutorial Program $ 100,000.00
TOTAL 36th Year (FY 2010-2011) CDBG FUNDS: $ 507,285.00
3. Hepburn Center Parking Lot Improvements $ 23,024.10
TOTAL REPROGRAMMED FUNDS (FY 2009-2010) CDBG FUNDS: $ 23,024.10
The Hepburn Center After School Tutorial Program was awarded $74,688 for the 35th Year. This year the Department will be applying for $100,000 due to an increase in program operating costs and the need for additional support staff.
Because the Southwest Quadrant has been especially vulnerable to flooding in recent years, staff proposes public works improvements continue in the Southwest section, particularly in the area bounded by Hallandale Beach Blvd., SW 4th Avenue, SW 4th Street, and SW 7th Avenue. Other CDBG areas may be added, depending on the community’s needs. The location for the work is indicated on the attached map.
If the actual allocation is less or more than the requested amount, the amount for all three (3) projects will be adjusted to meet the community’s needs.
Local matching funds for the CDBG allocation are not required.
RECOMMENDATION
The City Commission:
· Adopt the attached Resolution authorizing the submittal of the 36th Year (FY 2010-2011) Community Development Block Grant (CDBG) and Reprogrammed Community Development Block Grant (FY 2009-2010) application packages; and
· Authorize the City Manager to execute the contract and other pertinent documents to implement the projects; and
· Authorize the City Manager to establish accounts and make expenditures to implement the projects.
