SUBJECT: Pursuant to Chapter 23, Section 108, [AL1] Cooperative Purchasing, Request Authorization to Award Straightline Engineering Group the Ansin Blvd. Storage Lot: Construction of Pavement Utilizing City of Miami Gardens Contract ITB #08-09-010, An Agreement for Industrial-Residential Stormwater Improvements, for an Amount not to Exceed $240,000 BP #006/09
PURPOSE:
Pursuant to Chapter 23, Section 108, Cooperative Purchasing[S2] , request authorization to award Straightline Engineering Group the Ansin Blvd. Storage Lot: Construction of Pavement utilizing City of Miami Gardens Contract ITB #08-09-010 An Agreement for Industrial-Residential Stormwater Improvements, for an amount not to exceed $240,000.
BACKGROUND:
In 2008 the City anticipated the need to provide a location where vehicles such as boats, RVs, trailers, campers, and other large vehicles could be stored. Because there are no such locations presently in the City, a Capital Improvement Project was approved to implement a storage lot at the 2.8 acre parcel of land located at 310 Ansin Blvd. The project includes paving, fencing, gates, security cameras, striping, drainage, lighting, sodding and landscaping of the property. Once it is fully paved and completed, the City of Hallandale Beach will be offering its residents the opportunity to rent spaces for the storage lot at a price comparable to similar lots in the area.
DISCUSSION:
Engineering staff has been working hard to ensure that the entire project is completed in the most efficient way possible. For example, City crews have been used to clear the site, install the required fire hydrant, excavate and install the storm drainage system. Additionally, recycled materials are being used where feasible.
However, asphalt installation is a specialty that requires specific expertise and equipment, and therefore a contractor must be used. In order to expedite this project, staff searched for and found a paving contract that was awarded through a competitive bidding process by the City of Miami Gardens, and which is available for use by Hallandale Beach through the “piggyback” method. This method allows cities to access contracts from other cities, and is commonly used to accelerate project schedules.
The successful low bid on the Miami Gardens contract was submitted by Straightline Engineering Group. Straightline Engineering Group has worked with the City on several projects over the past few years. The work has been high quality and has been completed in a proficient manner. The company has also been very cooperative with short notice City emergency situations, such as water main and force main breaks in which the work needed to be completed within a limited time period. For these reasons, and because Straightline Engineering Group is offering the City a competitive price, staff recommends this work be contracted to this company. Staff has contacted the City of Miami Gardens and has received its permission to utilize the referenced contract.
The City budgeted $450,000 for this CIP in its FY 2008-2009 Budget. If approved, funding is available from CIP # 09-45-01, Ansin Blvd. Storage Lot as follows:
