SUBJECT:     An Ordinance of The City Of Hallandale Beach, Florida, Adopting Corrections, Updates And Modifications to The Capital Improvements Element of the Hallandale Beach Comprehensive Plan to Reflect the City's Fiscal Year 2009-2010 Budget; Providing For Conflict And Severability. 

 

 


PURPOSE

 

The City Commission adopt an Ordinance on First Reading adopting Corrections, Updates and Modifications to the Capital Improvement Element of the Hallandale Beach Comprehensive Plan to Reflect the City’s Fiscal Year 2009-10 Budget.

 

BACKGROUND

 

The State of Florida requires that the Comprehensive Plan, Capital Improvements Element be reviewed on an annual basis and modified, as necessary, in accordance with the Comprehensive Plan Amendment process set forth in Chapter 163, Florida Statutes.  Corrections, updates, and modifications concerning costs, revenues or the dates of construction of any facility or project identified in the Comprehensive Plan/Capital Improvement Program (CP/CIP) are not considered amendments and may be accomplished by local ordinance. Attached is the Ordinance with CP/CIP modifications for Commission approval.

 

CONCLUSIONS/RECOMMENDATIONS

 

The changes proposed to the CP/CIP include only corrections, updates and modifications concerning cost, revenue sources and dates of construction of facilities for FY 2009-10 thru 2013-14 and therefore do not require amendments. The modifications set forth in the ordinance are consistent with the City's FY 2009-2010 Capital Budget and are identified in Exhibit A of the Ordinance. The CP/CIP projects or improvements identified in Table 9-2 reflect the City’s priorities for this budget cycle.

 

 

 

 

 

 

 

 

 

 

Staff recommends the City Commission adopt the Ordinance on First Reading on September 15, 2009. The Ordinance will be presented to the Planning and Zoning Board at their September 23, 2009 meeting and brought back to City Commission for Second Reading on October 7, 2009.
