SUBJECT:   Discussion of Aquatics Division

 

 

PURPOSE

 

To discuss the Parks and Recreation Aquatics Division for FY09-10, which includes lifeguard services and safety programs for both the City’s beach and City’s municipal pool.

 

BACKGROUND

 

The Aquatic Management Agreement between the City of Hallandale Beach and Jeff Ellis Management, LLC. terminates on September 30, 2009.  For Fiscal Year 2009, a budget of $320,720 was adopted by the City Commission to cover the costs of this outside services contract.  As costs to provide these services continue to increase, the City Manager’s recommended budget for Fiscal Year 2010 is $393,000.

 

In trying to maintain operation costs at a reasonable level, staff was directed to research the following options with regard to Aquatic Programs offered at the beach and municipal pool:

 

*  Continue to outsource with Jeff Ellis Management, LLC.

*  Enter into an Interlocal Agreement with the City of Hollywood for beach lifeguard and safety services.

*  The City of Hallandale Beach resuming Aquatic Services for both the beach and the Municipal pool through the Department of Parks and Recreation.

 

The-three year contract renewal proposal submitted by Jeff Ellis Management, LLC presents a large increase in yearly fees.  In addition, the high cost in the original proposal submitted by the City of Hollywood for beach lifeguard and safety services may justify the City of Hallandale Beach resuming in-house Aquatic Services for both the beach and the Municipal pool as keeping the services in-house might prove to be more cost effective.  Staff is continuing to negotiate lower costs with both Jeff Ellis Management, LLC and the City of Hollywood; however, at this time it is uncertain if their proposals will change.

 


RECOMMENDATION

 

  1. Authorize the City Manager to continue to negotiate Aquatic Services in the best interest of the City and:

 

-       Enter into an Interlocal Agreement with the City of Hollywood for Beach Safety Services.  The City will then provide the Aquatic Services for the Municipal pool; or,

-       Enter into a contract extension with Jeff Ellis Management, LLC, for Aquatic Services for both the beach and Municipal pool; or,

-       Should contract negotiations not be successful with either of these two parties, authorize the City Manager to begin a Parks and Recreation in-house Aquatics Program.

 

  1. Authorize the City Manager to sign the requirement documents, establish accounts and make the necessary expenses to continue the Aquatics Program that will best serve the interests of the City.
