SUBJECT:      Discussion of Sanitation Division Service Expansion

 

 


PURPOSE:

 

To obtain Commission authorization to implement  a proposed service expansion of the City’s Sanitation Division.

 

BACKGROUND:

 

The City of Hallandale Beach currently provides municipal sanitation services to the residents and businesses of Hallandale Beach.  The Sanitation Division is responsible for the collection and disposal of both commercial and residential garbage and the recovery of recyclable materials.  These services also include bulk trash and yard waste collection. The goal of the Division is to provide customers with convenient quality services by disposing of solid waste, encouraging recycling participation, and maintaining competitive rates, while recovering the costs of providing the services.  The Division also monitors the performance of private haulers in the City.  The services of the Division have been offered since 1904, and the City continually strives to provide the best quality services to the community.  In addition to the weekly garbage collection, the Division offers a variety of programs and services, such as recycling and yard waste and bulk waste collection.  All programs and services are continuously evaluated for their efficiency, value, and cost effectiveness.

 

DISCUSSION:   

 

The Division is looking at new ways to offer services and programs that will meet the customers’ needs at the highest quality level and at the most competitive costs.  Following are the Division’s new and expanded services recommended for the Fiscal Year 2009-2010 budget:

 

Compactor Service

 

Beginning in Fiscal Year 2009-2010, the Division proposes to provide compactor service to high volume costumers.  Compactors allow the customer to maximize the amount of solid waste placed in a container, thus eliminating the need for multiple pick-ups and resulting in a savings on service charges in the removal of waste.  Customers utilizing this service will be charged directly for associated tipping fees and will be billed for the City’s service to remove and transport the containers to the disposal site.  The rate offered will be competitive with those offered by private haulers. 

 

 

 

Roll Off Service

 

Once the equipment required to provide the Compactor Service is purchased, the City will also be capable of offering roll off services to the community.  Roll off service enables customers to fill large metal containers with construction and demolition debris, or other solid waste that can then be picked up and hauled away by the City.

 

The proposed Division’s service expansion will require the purchase of equipment and vehicles, and to hire part-time personnel.  Initial start up cost for these expanded services is estimated below:

Initial Capital Cost

$485,092.00

 

Staff estimates that the total cost for this project is $553,842.00, with an initial start-up, cost of $485,092.00 and an annual operating cost of $68,750.00.

 

These initial start-up costs will be recovered within the first three years of the program.  Customers will include The Village at Gulfstream Park and other commercial and multi-family accounts. 

 

RECOMMENDATION:

 

The City Commission authorize the City Manager to expand the Sanitation services by offering compactor service and roll off service, as described in this report.  Further, authorize the purchase of the necessary equipment at a cost not to exceed $500,000, and authorize the City Manager to establish the fees and accounts as necessary to implement the programs.
