SUBJECT: A Resolution of the City of Hallandale Beach, Florida, Dedicating Foster Park to the Public for Twenty-Five Years as an Outdoor Recreation Area CAD# 047/05 & BP# 022/06
PURPOSE
To adopt a Resolution dedicating Foster Park to the public for twenty-five (25) years as an outdoor recreation area as required by the Florida Recreation Development Assistance Program (FRDAP) Grant.
BACKGROUND
On September 20, 2005, the City Commission approved the submittal of the Florida Recreation Development Assistance Program (FRDAP) Grant for the redevelopment of Foster Park. The agreement was a matching grant in the amount of $175,000 from the state and $175,000 from the City.
DISCUSSION
As a requirement of the grant agreement, the City is required to dedicate the land to the public for a minimum of 25 years as an outdoor recreation area for the use and benefit of the general public. Staff has contacted the Florida Department of Environmental Protection, agency responsible for the FRDAP Grant, and has verified that the future construction of the proposed building within Foster Park is allowed under the terms of the grant.
RECOMMENDATION
The City Commission adopt the attached Resolution dedicating Foster Park to the public for 25 years as an outdoor recreation area.
