SUBJECT:     Community Redevelopment Agency Annual Report FY 2007/2008

PURPOSE:

 

For the City Commission/CRA Board of Directors to review and approve the FY 2007-2008 Community Redevelopment Agency (CRA) Annual Report.

 

BACKGROUND:

 

Pursuant to Chapter 163 of the Florida Statutes, the Hallandale Beach Community Redevelopment Agency (CRA) must file a report of the activities for Fiscal Year 2007-2008 (ending September 30, 2008) on or before March 31, 2009. The report is to be provided to the State Auditor General and each of the taxing authorities that contribute to Tax Increment Financing (T.I.F.), which are as follows: City of Hallandale Beach, Broward County, South Broward Hospital District and the Children’s Services Council of Broward County.

 

Florida Statutes Chapter 163 requires that the CRA publish a notice in a newspaper of general circulation that the report has been filed with the City and that the report is available for inspection in the City Clerk’s Office.  The notice for publication is set for publication on February 19, 2009 in the Sun Sentinel newspaper as a legal notice.  

 

DISCUSSION:

 

Attached for review and approval is the 2007-2008 CRA Annual Report consisting of a narrative and a section entitled “Hallandale Beach CRA Comparison of Agency Goals, Objectives and Policies to the Fiscal Year 2007-2008 Annual Program Accomplishments”.  This section is mandated by Broward County Administrative Code. 

 

It should be noted that a requirement of the C.R.A. Annual Report is to include a copy of the City’s Annual Financial Audit, which is currently being performed by external auditors (McGladry, Pollen & Associates). The Hallandale Beach CRA is a component of the City of Hallandale Beach and is part of the City’s audit. The City’s Annual Financial Audit for Fiscal Year 2007-2008 is being completed and it is anticipated that the March 31st, 2009 submittal date will be satisfied.

 

 

 

 

RECOMMENDATION:

 

The City Commission/CRA Board of Directors approve the attached Fiscal Year 2007-2008 CRA Annual Report and authorize the City Manager to transmit the report to Broward County, the South Broward Hospital District and the Children Services Council of Broward County.
