SUBJECT: Consideration of Award of RFQ#FY2008-2009-001 - State Lobbyist and State Funding Proposal to Ronald L. Book, P.A. and Corcoran & Associates, Inc. BP #007/09
PURPOSE:
The City Commission consider the award of the State Lobbyist And State Funding Proposal based on responses received to Request For Qualifications (RFQ) #FY2008-2009-001.
BACKGROUND:
The City issued an RFQ for State Lobbyist and State Funding Proposals on October 22, 2008 and received responses on November 7, 2008. Staff reviewed and evaluated the responses.
DISCUSSION:
City lobbying contracts are awarded pursuant to Chapter 23-105, Hallandale Beach Code of Ordinances, Award of Contract. Under this solicitation, the City received responses from the following firms or individuals:
Lawrence J. Smith, P.A.
Alcade & Fay
Corcoran & Associates
Ronald L. Book, P.A.
Helmich Consulting
The Moya Group, Inc.
The Evaluation considered the following criteria in evaluating the responses:
a. Experience and references
b. Team Organization, Management and General Qualifications
c. Individual Qualifications
d. Past, Current and Projected performances
e. Financial Capabilities
f. Costs
Staff also considered and also the needs and requirements of the City. As part of the selection process, the Committee agreed that the two party composition of the Florida Legislature and its current leadership may require a Republican oriented lobbyist. Although the City continues to require a Democrat oriented lobbyist as its primary representative, it would be in the best interest of the City to retain a Republican representative as well.
RECOMMENDATION:
The City Commission authorize the City Manager to conclude negotiations for a contract for lobbying services with the firm of Ronald L. Book, P.A. in an amount not to exceed $50,000 and conclude negotiations for a contract for lobbying services with the firm of Corcoran & Associates in an amount not to exceed $20,000 and authorize the City Manager to renew these contracts in the Best Interest of the City.
