SUBJECT: Consideration of City Leasing On Street Parking Spaces for Additional Neighborhood Parking Facilities CAD# 020/03
PURPOSE:
To establish a permitted on-street parking program throughout the City of Hallandale Beach where feasible.
BACKGROUND:
City staff in several departments report receiving complaints from an increasing number of residents concerned about insufficient parking. As the City’s demographics have changed, there is an increased necessity for vehicle parking; however, the demand for parking is greater than the supply of parking spaces. This deficiency is particularly true in areas with a significant increase in multi-family housing. Whereas one-car households used to be more common in condominium complexes, now there is typically a need for more than one parking space for each household. As parking spaces within the assigned parking lots are filled to capacity, there is a growing need to expand parking to the adjacent streets.
The City Commission previously approved parking improvements on NE 12th Avenue and NE 14th Avenue and in other locations as recommended by the City Manager. Currently the City has already installed (78) on-street parking spaces on Golden Isles Drive and is installing forty (42) on-street parking spaces on NE 14th Avenue.
Staff has evaluated many factors which have been taken into consideration when examining the option of increasing on-street parking. The level of traffic in the streets, the presence of fire hydrants and driveways, and the City’s codes pertaining to sight requirements are among the many factors that must be examined.
Carter Burgess conducted a study for the City of Hallandale Beach in 2003 to determine the best solutions to increase the amount of parking in areas where it is insufficient. City staff, in conjunction with the study performed by Carter Burgess, has identified a total of 481 possible on-street and South Beach parking spots in the following locations:

DISCUSSION
The On-street Permitted Parking program would be offered to residents only, on a first come first serve basis. Those residents interested would register their vehicle with the Police Department who will issue, monitor and enforce the permit-only on-street parking. All payments would be processed through the Finance Department. The following two options are available for the on-street permitted parking:
Option 1
On-street parking will be available on Golden Isles Drive, Diana Drive, Parkview Drive, Leslie Drive, Three Islands Blvd., NE 12th Avenue, NE 14th Avenue and South Beach. There will be a total of 481 spaces available. Each parking space will be identified by a unique number. The cost for the permit will be $500 annually. A permit card with the space number will be issued to be placed in a visible area on the vehicle's dashboard. The permit holder will be allowed to park only in the assigned parking space. Signs will be installed on all streets except South Beach area advising that parking is restricted to permit holders only at all times. Parking at South Beach will have signs installed indicating parking would be limited to the hours of 8PM -8AM.

Option 2
On-street parking will be available on Golden Isles Drive, Diana Drive, Parkview Drive, Leslie Drive, Three Islands Blvd., NE 12th Avenue, NE 14th Avenue and South Beach. There will be four zones divided as follows: Zone 1 will include Golden Isles Drive and Diana Drive. Zone 2 will be NE 14th Avenue and NE 12th Avenue. Zone 3 will include Three Islands Blvd., Parkview Drive, and Leslie Drive, and Zone 4 will be South Beach. There will be a total of 481 spaces available and 526 permits issued. The cost for the twelve (12) months permit will be $350 for zone 1, zone 2, and zone 3. The cost of a twelve (12) months permit will be $400 for Zone 4. A permit card will be issued to be placed in a visible area on the vehicle's dashboard. The permit holder will be allowed to park in any marked parking space on the zone for which they purchased their permit. Signs will be installed on these streets advising that parking is restricted to permit holders only; vehicles without a permit card visible at the dash board will be towed at the owner's expense. Signs will be installed on these streets advising that parking is restricted to permit holders only at all times for Zone 1, Zone 2, and Zone 3. Signs will be installed on Zone 4 area advising that parking is restricted to permit holders only for 8 PM – 8 AM.

An administrative policy setting forth the procedure for obtaining, processing, and monitoring the permits will be implemented upon approval of the program. Staff scheduled a meeting with the Three Islands Safe Neighborhood District Board to discuss the on-street permitted parking program with the residents in the area.
RECOMMENDATION:
The City Commission approve the implementation of a proposed on-street permitted parking program.
