PURPOSE
Request authorization to contract work in the amount of $406,931 for the 33rd Year Community Development Block Grant (CDBG) Project as supplemented by Community Redevelopment Agency (CRA) funds by utilizing Acosta Tractors, Inc., the City's 32nd Year CDBG Public Works Improvement Project Contractor.
BACKGROUND
On January 14, 2008, the City entered into an agreement with Broward County whereby the City would receive funding in the amount of $251,931 for the 33rd Year CDBG Public Infrastructure Improvements.
The project encompasses infrastructure improvements which include storm drainage improvements, regrading and sodding of swales, and sidewalk construction to a specific target area in the southwest (SW 5th Street from SW 4th Avenue to Dixie Highway, SW 6th Street between SW 2nd Avenue and Dixie Highway, SW 2nd Avenue between SW 5th Street and SW 7th Street, and SW 1st Avenue between SW 5th Street and SW 6th Street). Because of the reduction of CDBG funding from prior years, staff recommends supplementing the CDBG funds with $155,000 in CRA funding in order to complete the full scope of the project as designed.
DISCUSSION
The Broward County Community Development Division is requesting that the City not go out to bid but enter into a Change Order with Acosta Tractors, Inc. in order the expedite the expenditure of the 33rd Year CDBG funds. This is possible because the scope of work for the 33rd Year CDBG project is comparable to the scope of work of the 32nd Year CDBG Project, competitively awarded to Acosta Tractors, Inc. The line item prices submitted by Acosta Tractors, Inc. in the 32nd Year CDBG (originally awarded on May 2, 2007) bid are extremely competitive. In a letter dated March 12, 2008, Acosta Tractors, Inc. has agreed to honor all the line item prices listed under the 32nd Year CDBG Public Works Improvement Project.
Acosta Tractors, Inc. is highly recommended because of their professionalism and excellent work as demonstrated on several projects in South Florida. While working on the City’s 32nd Year CDBG Project, Acosta Tractors, Inc. was able to produce quality work with a minimal amount of disruption to the neighborhood and within the allotted timeframe.
RECOMMENDATION
Pursuant to Chapter 23, Section 23-111, Administrative Code Regulations, Hallandale Beach Code of Ordinances, authorize a Change Order to the 32nd Year CDBG Contract with Acosta Tractors, Inc. in the amount of $406,931 to add the 33rd Year CDBG Public Works Improvement Project with $251,931 in CDBG funding and $155,000 in CRA funding. If approved, authorize the City Manager to execute the Change Order and implement the project.
