SUBJECT:     Proposed Comprehensive Plan Text Amendment: Intergovernmental Coordination Element, Capital Facilities Element, and the Public School Facilities Element (Second Reading) CMD #007/05

PURPOSE:

The City Commission adopt an Ordinance on Second Reading amending the City’s Comprehensive Land Use Plan by incorporating a Public School Facilities Element, amending the Intergovernmental and Capital Facilities Elements. 

BACKGROUND/DISCUSSION:

At the December 4, 2007 Commission meeting, the Ordinance was discussed and adopted on First Reading. This item was scheduled to be brought back to the City Commission (along with an Ordinance to amend the City’s Zoning and Land Development Code) after a review had been conducted by the Department of Community Affairs (DCA). DCA completed their compliance review and the only objections they found were related to the support documents provided by the County. Those issues have since been corrected and Broward County adopted their Public School Facilities Element (PSFE) on January 15, 2008.

Upon adoption of this Ordinance and the Land Development Regulations, all of the requirements associated public school concurrency will have been met.

RECOMMENDATION:

Staff recommends adoption of the attached Ordinance on Second Reading.
