SUBJECT: Resolution Opposing Charter Review Resolution No. 2008-001 AR#002/07
PURPOSE:
Consider a proposed Resolution opposing the pending Charter Review Amendment proposed by the Broward County Charter Review Commission, CRC Resolution No. 2008-001 creating a Metropolitan Transit Authority.
BACKGROUND:
At the March 19, 2008 City Commission meeting, the City Commission discussed the proposal from the Broward County Charter Review Commission to the Broward County Commission placing on the November, 2008 General Election ballot a special referendum issue, to create a new Article XII of the Charter of Broward County, Florida, creating a Metropolitan Transit Authority. The City Commission directed Staff to prepare for consideration a Resolution opposing this Charter Amendment.
DISCUSSION
The Broward Metropolitan Planning Organization was created to direct urban transportation planning and directs the expenditures of federal and state funds. It is the lead agency responsible for developing and administering plans and programs to maintain eligibility and receive federal funds for the transportation systems in Broward County. The creation of a Metropolitan Transit Authority would duplicate the functions of the Metropolitan Planning Organization and add an additional layer of oversight for the development of transit systems in Broward County. The City Manager has in previous discussions with the Commission been assured that this matter would not be going forward, but as it remains on the Agenda, the City Manager will be attending the Public Hearing on April 9, 2008 and reaffirm City Commission’s opposition to the Amendment.
RECOMMENDATION:
The City Commission adopt a Resolution opposing the Broward Charter Review Commission’s proposed amendment regarding the creation of a Metropolitan Transit Authority.
