SUBJECT:     Project Update and Cost Break Down for Historic Renovation of Curci House, Moffitt House and PBA Hall    (CAD #: 047-03 & BP #: 009-06)

 

 


PURPOSE:

 

The purpose of this item is to provide the City Commission with a status report on the progress of the Curci House Historic Renovation project and to give an overview of the current funding for this project and for the Moffitt House and PBA Hall historic properties.

 

CURCI PROJECT UPDATE

 

The Curci project consists of two phases: Phase I – Exterior Renovation and Phase II – Interior Renovation.  According to the scope of work described in the contract, the cost for Phase I and Phase II are respectively $450,000.00 and $300,000.00. The exterior renovation is being completed according to the State’s standards for rehabilitation, due to the fact that state fund is being utilized.  No grant funds were secured for the interior restoration.  Therefore, the scope of work agreed upon in the contract for the interior did not entail restoring the historic characteristics of the building.  The interior of the Curci House may be renovated at a later date in a manner that will restore its historic components.  To date, the Phase I, Exterior Renovation, is 90% completed. 

 

The City has allocated $795,000 to complete this project.  The expenditure breakdown below shows that the City will not need to allocate any additional funds to complete the exterior renovation of the Curci House and to bring the interior into a safe, usable condition.

* The cost estimate for the relocation is based on an estimate received in March 2007.

The above breakdown indicates that additional fund are needed to complete this project based on the current estimates.  However, if the $350,000 grant is awarded by the State, no additional funds will be required.  Staff recommends that no additional City funds be expended for this project pending receipt of additional grants and/or funds through developer agreements.

Although the City has received an estimate of $598,000 for the historic renovation of the Moffitt House, staff is not recommending proceeding with the historic renovation until adequate grant and/or developer agreement funds are available.  The relocation of the Moffitt House will be paid for by Mr. Richard Shan with Shanco Construction in accordance with an agreement with the City.  The City will invest in constructing the foundation and securing the building so it is in a safe condition.
