When I was elected to the commission in 1999, one of my goals was to create an effective and efficient "E" government. Mayor Joy Cooper was first elected to the Hallandale Beach City Commission in 1999. She has served as commissioner, vice mayor and is the first directly elected mayor in the history of
Mayor Cooper is a past President of the Broward League of Cities and has served actively on their board since elected to Hallandale Beach Commission. She is currently a member of the Executive committee. She also serves on Florida League of Cities Board as a past President. Mayor Cooper is an active member of the US Conference of Mayors. She was appointed to the Advisory Board in 2007 and was recently appointed as Trustee on the Executive Board. Mayor Cooper is a past Chair of the USCM Woman’s Caucus and serves as a member of the Water Council Mayor Cooper was selected to serve on the Board of Director of the National League of Cities in 2011.
Mayor Cooper is one of two elected officials serving on the Florida Redevelopment Association Board of Directors and serves on the Urban Land Institute – South Florida and Caribbean Basin Chapter Board of Directors.
Currently Mayor Cooper serves on the Broward County MPO and is Chair of the Broward Transportation Disadvantage Committee, Chair of the Broward County Fire Rescue Council, and is a member of the Broward County School Oversight Committee. She is also the Chair of the Hallandale Beach Community Development Agency, Golden Isles Safe Neighborhood District and Three Island Safe Neighborhood District.
